California is drawing an ember-resistant line five feet from the house in the state's highest fire hazard zones, and it runs through many East Bay hillside properties. This guide breaks down what the rule covers, which materials qualify, and which local contractors can install them correctly.
Updated August 2026. The Board of Forestry and Fire Protection approved the final draft of the Zone 0 regulations on August 19, 2026, on a unanimous vote. It is not law yet. The package goes to the Office of Administrative Law for review, then to the Secretary of State for filing, and no statewide effective date exists until that finishes. Once it does, new construction complies immediately and existing homes phase in over three to five years.
